      Hello Prateek,
Thank you for writing back! Let me help you here. The Paragraph which you have mentioned mentions that post 2000, the FORMAL sector employment picked up. Here FORMAL sector means ORAGANISED sector. In many places, the term formal and organised and the term informal and unorganised are used interchangeably. However, when we talk in a strict sense, these terms are different.
Organized, for our purpose, means that sector which is somewhat tightly regulated/ falls under an Act/Law, etc. Organised within itself can have both formal and informal employment. Formal organised employment is one in which the workers working conditions are regulated i.e. fixed working hours, insurance, maternity leave, social security benefits, etc. On the other hand, informal organized employment means one in which workers dont enjoy such benefits and the employment is mostly contractual in nature.
If you read between the lines in the Economic Survey, what comes out is that the employment in the organized sector has increased in the past few years, but in the informal category.
Similarly, the unorganized sector can have both formal and informal employment.
I hope the concept is clear now!
